In the early 2010s, Palm Jumeirah already had Atlantis (mass family resort) and several luxury hotels under classic brands (Waldorf Astoria, Anantara). World of Wonders Group, a Dubai hospitality company, saw a gap: Palm lacked a 'young' lifestyle object in the spirit of Ibiza or Mykonos — a place people came not for classic resort service but for parties, dinners and beach clubs. The project originally launched under the Viceroy brand (partnership with the American luxury chain), with construction running 2014–2017.
