According to MEED, the project began as Gateway Towers, with Japan's Taisei Corporation as the first main contractor. Taisei completed the parking podium and the monorail station in 2008, after which the towers were put on hold during the global financial crisis.

MEED reported that Nakheel selected a joint venture of Ssangyong Engineering and China State Construction in early 2016, retendered the contract late that year and in May 2017 awarded the construction contract for The Palm Gateway to Shapoorji Pallonji. Gulf News described the plan as three residential towers with 1,265 apartments for lease, retail, dining and a beach club, built on the monorail terminal with 14 levels of parking. MEED reported in 2023 that work had stopped after structural concrete reached about ten levels and that Nakheel was evaluating new bids from Shapoorji Pallonji, Tiger Contracting and USBC.
Under the new name, Nakheel launched Palm Beach Towers 3 in October 2022 with over 300 one-, two- and three-bedroom furnished units. In August 2023 it appointed Shapoorji Pallonji to build all three towers and their infrastructure. CTBUH now lists the complex as architecturally topped out, and in May 2026 Nakheel released podium villas in Towers 2 and 3 and gave the first half of 2027 as the expected handover.
