23 Marina is an 88-storey residence project by Hircon International in Dubai Marina, delivered in March 2012. For a brief period (two months) it held the title of world's tallest purely residential building, before Princess Tower's opening shortly after. 392 metres tall across 89 floors including basements.

The project's defining feature: private swimming pools — all 289 apartments come with their own swimming pool, mostly on the balcony. To this day this is unprecedented: no other high-rise in the world offers private pools across ALL units. The smallest pool measures about 8 m²; penthouses up to 25 m².

Developer: Hircon International, a Dubai company of Indian origin. Architect: KEO International Consultants, a Dubai-based engineering-architectural studio. Construction ran 2007–2012, with delays due to the 2008 crisis.

Inventory is focused on the family segment: only 3- and 4-bedroom layouts, plus penthouses and duplexes. Sizes from 220 to 1,400 m². The building has 62 elevators — a record lift-to-unit ratio for a residential building of this scale. Current pricing: 3BR from 4.5M AED, 4BR from 6M, penthouses from 18M.

01Origin2005 — 2007 · CONCEPT

«In Dubai Marina, no small units. Only family luxury, only a private pool for every owner.»

HIRCON INTERNATIONAL · 2007 BRIEF

In 2005, Hircon International — a Dubai developer of Indian origin — acquired a plot in Dubai Marina for a project with an unusual brief for its time: a residence-only skyscraper where every unit is large, family-oriented, with a private pool. No studios, no 1-bedroom. Only 3- and 4-bedroom layouts, plus penthouses. The architectural contract went to KEO International Consultants — the largest engineering-architectural firm in the UAE with its own school of high-rise design.

02Design2006 — 2007 · DESIGN

KEO proposed a solution that required redesigning all engineering: every unit gets a balcony with a built-in swimming pool of 8–25 m² of water. This meant every floor carried tens of tonnes of additional load (water, filtration equipment, drainage). The structural scheme: a reinforced concrete core in the centre + a perimeter ring of columns.

An additional complexity was elevators. All 23 Marina units are large (220+ m²), and each requires immediate access without long waits. KEO planned 62 elevators — a record number for a residential building of this scale. The ratio gives one elevator per 4–5 units — almost on par with luxury hotels.

Construction started in 2007. The 2008 crisis hit Hircon as it did most local developers: delayed payments, halted works. By 2010 the object was 70% complete. Final handover took place in March 2012. Particular attention was paid to pool QC: each of the 289 pools underwent individual hydraulic testing for leak-tightness and load before residents moved in.

In March 2012, at handover, 23 Marina (392m) became the world's tallest purely residential building. Just two months later, however, in July 2012, the opening of Princess Tower (414m) took the title. 23 Marina held the record for only a few months — one of the briefest world record reigns in high-rise architecture history.

05Life today2012 — TODAY · LIFE

Today 23 Marina is one of Dubai Marina's main family-oriented addresses. Unlike neighbouring towers populated by singles and couples, 23 Marina is dominated by families with children: large floor plates, en-suite bathrooms, private pools allow residents to skip beach trips in the heat. This explains the relatively low rotation: average lease length here is 3–5 years versus 1–2 years in typical Marina towers.

Price per square metre today is roughly double that of Princess Tower (despite the lower height), reflecting the value of layouts and amenities.
