Enabling works on the Dubai Marina plot were awarded to the Turkish firm Zetas Foundation Technology in July 2008. In May 2010 MEED reported that Arabtec Construction had won the main contract for Damac Heights, then planned as a 90-storey tower with about 600 apartments, a cinema, a gym and a swimming pool. Arabtec had earlier built DAMAC's neighbouring Ocean Heights. CTBUH gives 2011 as the start of construction, and in June 2011 Middle East Construction News reported that Arabtec was on site.

In February 2013 MEED reported that DAMAC had partnered with the Italian fashion house Fendi, which would design DAMAC Residenze: private apartments on the upper levels of the Damac Heights tower. Gulf News described the apartments as furnished from the Fendi Casa collection. CTBUH lists FENDI Casa among the project's interior consultants.
AECOM joined the project in March 2014 as architect of record, also handling construction supervision and project management. The tower was topped out by November 2015, when Middle East Construction News reported façade work at level 69. CTBUH lists the building as completed in 2018.
