In September 2016 Emaar Hospitality Group launched The Address Jumeirah Resort + Spa, a twin-tower project on the beach at the end of Jumeirah Beach Residence, as the first beachfront resort under its Address brand in Dubai. At launch the hotel was planned with 182 rooms and the building was described as over 290 m tall. MEED reported at the time that the towers were being developed by Abu Dhabi-based Al-Ain Properties, that Eagle Hills had previously considered the project, and that Killa Design had prepared the designs.

MEED reported that Middle East Foundation Group was appointed as enabling works contractor in December 2016, and that in October 2017 Multiplex was selected for the main contract. At the tender stage in 2017 the scheme was described as twin 74-storey towers of 303 m with a total built-up area of 255,000 m². CTBUH lists the completed building at 77 floors above ground and three below, 301 m tall.
According to Killa Design, the western tower holds 14 hotel floors and 54 floors of serviced apartments and the eastern tower 68 residential floors. Guinness World Records describes the towers as joined at the base from levels 1 to 13 and by a skybridge from levels 63 to 77. WSP, the structural engineer, says the 650-tonne skybridge was strand-jacked to the top of the structure.
CTBUH gives 2020 as the completion year. In November 2020 The National reported that the hotel would open to guests on 17 December 2020, with 217 rooms, 443 serviced apartments and 478 residential apartments, under Emaar's Address Hotels & Resorts brand. According to Killa Design, the rooftop pool was completed in February 2020.
On 24 March 2021, according to Killa Design, the 77th-floor rooftop pool was recognised by Guinness World Records as the highest outdoor infinity pool in a building, at 293.90 m. Guinness World Records also recognised the skybridge as the highest occupiable skybridge floor, at 294.36 m.
