In May 2005 Gulf News reported that a Palazzo Versace resort would be built on Dubai Creek by Emirates Sunland, a 50:50 joint venture of Emirates International Holdings (EIH) and the Australian developer Sunland Group set up to develop the hotel. The plan then was for 215 suites and 220 freehold condominiums, with construction to start in early 2006 and an opening planned for 2008. Sunland had opened the first Palazzo Versace on Australia's Gold Coast in September 2000. In June 2007 Gulf News described Enshaa as developing the resort and the neighbouring D1 tower in Culture Village through its joint venture Emirates Sunland Group.

In July 2009 The National reported that Emirates Sunland Group was halfway through building the hotel, part of Dubai Properties' Culture Village development on Dubai Creek, and that the project would include 169 private residences. In October 2011, according to Arabian Business, Enshaa Services Group, a subsidiary of Enshaa, took control of the project in a swap deal in which Enshaa gave up its stake in Palazzo Versace Gold Coast in exchange for full ownership of the Dubai property.
Enshaa gives 2015 as the year construction finished, and Gulf News reported that the hotel opened in late 2015. Enshaa dates the grand opening, when the final parts of the property including its spa went live, to November 2016. Gulf News named Enshaa PSC as the project's master developer and described two room categories and five suite categories, with interiors and furniture designed by Donatella Versace. In May 2024 Gulf News reported that the hotel, described as a ground floor plus nine storeys, had been put up for auction.
